The full picture is yet to emerge about the attacks on Moscow metro. If the news reports to date and initial reactions prove to be accurate, then the conflicts in the Caucasus have again been played out on the Russian soil, and civilians have become victims. The images from Moscow are terrible, and anyone who lives in or visits a big city and takes public transport will understand the terror of these attacks and sympathize with the victims. We’ve seen the devastation in London and Madrid, among others, that bombings create, and the insidious and lingering fear such acts provoke. Public transport systems are open, and therefore vulnerable to terrorist attacks. The act of killing is indiscriminate. It cannot be justified.
